Maybe you should have explained 'fixed/official arrangement' a bit better. My mother-in-law is coming to visit next week. (That's fixed and official but I wouldn't use the present simple!)
What is official about your mother-in-law coming next week? That is a future arrangement and that is why you should use present continuous.
